I had a fake pair for a while. They didn't cost that much, and they adhered nicely.
If you can't afford them, you can make some! Millet wrapped in pantyhose. Swear to google, they look fantastic under your clothes. Of course, they feel like hard lumps if you touch them, but if you are in that situation, I can't help you anyways.
One can buy go-up-one-cup-size silicone padding at
any MallWart ( WalMart ) for about $ 17 USD. I now have a 'A' cup bust, but use the above mentioned padding so that I wear a 'B' cup bra, and show a 'B' cup bust. Look for the pink and gray box of padding in the women's bra and panty section of MallWart.
@CuteDress&TwinPonytails: I think I got mine from one of those 'As Seen on TV' places. They were right cheap and felt pretty real. Sweated like crazy under them in the summer though, they adhered so tightly.
You rail against Walmart, but here you are telling people where to find good resources ;) It's all perspective!
I got mine at TheBreastFormStore.com. Of course, I got the sleep/travel forms, since they were the only ones I could afford. About $40 for some light white foam forms that look real when under clothes. People have complemented them, even though I insist I'd settle for ones that look worse if they were REAL. Plus, I've had these things for so long that they're all yellow and frayed on the ends. I really hope I get on hormones soon and can get rid of the forms a year (or two) afterwards.
Dang, I got them in college. I graduated in 2008. That's a long time ago.
