I feel like this is the first time we really get to know Cindi. I think by now everyone had guessed she was gay and that there was a lot of self-hatred involved, but that's not anywhere near enough to know a person.
Her mention of conversion therapy suggests that she's not so different* from Annie. Annie often went to her therapy sessions and walked out feeling like she was a freak. Cindi is the next logical step: she could no longer get that idea out of her head. She's what Annie might have become if she didn't have people constantly pulling her back from the brink.
I'm just speculating here, but maybe she felt like she had to fix other people to prove that it could be done, because she'd never managed to fix herself. Maybe in a horrible way, she felt like she was doing Annie a favor.
This is what society does to people. It turns good intentions into shit, beats down people until they become monsters. Hopefully Cindi can come back from this.
